Non-Extensive O.R. Procedures Unrelated to Principal Diagnosis without CC/MCC
Assigned before MDC logic runs, so it is driven by the procedure rather than the principal diagnosis. The grouper still reports the principal diagnosis's own MDC on a grouped claim.
